Judy Parfitt was appointed Managing Director of Resolve Workplace Solutions in 2002. She was specifically selected for her ability to lead organisations through transformation and her extensive experience in the human resources field. Judy was tasked with merging a number of smaller legal entities into the larger organisation, and reshaping it to meet evolving customer requirements. She also played a leading role in a number of consulting projects that required her level of expertise in HR issues. Judy successfully restructured and established the new Resolve Workplace Solutions within 3 years, and so became available to fulfil Transnet’s request to be the Resolve Project Leader on the multi-million Rand contract over 4 years.
Having practiced for more than 20 years, Judy is a specialist in a range of HR disciplines including organisational design and restructuring, labour relations, performance management, culture change, conflict resolution, change management and employment equity. Judy applies her craft wisely, creatively and decisively, which clients and colleagues alike appreciate and trust.
Judy continues to chair a statutory committee that advises the Minister of Finance and the Commissioner of SARS on HR issues at South African Revenue Services (SARS).
Before joining Resolve in 2002, Judy was the head of human resources at SARS, where she played a key role in the organisation’s transformation. She has also held the following positions:
HR Manager at Volkswagen South Africa, where she was involved in a number of innovative HR solutions;
Senior Commissioner with the Commission for Conciliation Mediation and Arbitration (CCMA), where she was responsible for establishing the commission’s Eastern Cape office;
Lecturer in industrial relations at the University of Port Elizabeth, where she was also involved in labour dispute resolution on behalf of the Independent Mediation Service of South Africa (IMSSA);
Eastern Province Herald Assistant News Editor, where she won an award for investigative journalism;
She has also served on a university council, and two boards.
During the past three years, Judy has worked exclusively on the Transnet turnaround project, focusing predominantly on HR issues. Key initiatives have included:
Disposal of non-core assets;
Restructuring of the corporate centre;
A new recognition agreement and collective engagement architecture;
A leadership development programme;
Design and roll-out of talent and performance management systems;
New remuneration policies and practices;
A new culture architecture and supporting initiatives;
An employment equity strategy and plan;
New, standardised HR policies, processes and systems.
Before taking on the Transnet project lead role, and as Managing Director of Resolve Workplace Solutions, Judy worked on various HR projects for a number of clients including the Department of Water Affairs and Forestry, the National Prosecuting Authority, National Treasury, Eskom, SARS, South African Airways, Discovery, BHP Billiton, and a number of universities.
