Lindsay Falkov joined the Resolve Group in April 1999 as the founding Managing Director of Resolve SkillsWorks (Pty) Ltd, where he applied his expertise as a designer of the Skills Acts to the development of client services. SkillsWorks provided strategic consulting services on the implementation of the Skills Acts, and assisted organisations with developing their skills development plans. When Resolve restructured its specialist companies into the larger Resolve Workplace Solutions during 2002, Lindsay continued to provide niched consulting services as an Executive Director of the Group.
Resolve benefits from Lindsay’s discerning intellect and deep experience in his chosen fields. His consulting engagements focus on education and training, labour market and organisational development. Specifically, he assists organisations in the public and private sector with business planning, organisational design and learning, talent acquisition and retention, and workplace training and development.
Before joining the Resolve Group, Lindsay was a Director in the Department of Labour where he was part of the team responsible for designing the Skills Development Act and Skills Development Levies Act. He also led the team responsible for transforming the Department’s employment training schemes. Prior to this he was a policy analyst with the Urban Foundation and National Business Initiative, where he focused on education policy research and led an international study into the governance and funding of technical and vocational education and training. He has written articles and presented at conferences on human resource development and skills development. Other positions Lindsay has held include:

Lindsay is an experienced researcher and policy analyst, having conducted many research studies for government departments and other organisations in South Africa and the region. His specialist skills coupled with his extensive project management experience enabled his involvement in the following significant projects:
Designing a National Training Fund for the Zambian Government;
Developing a national skills strategy and designing a national training authority for the Namibian Government;
Managing the establishment and initial running of the Manufacturing, Engineering and Related Services Sector Education and Training Authority (MERSETA);
Designing and managing implementation of the City of Johannesburg’s training and development strategy and systems;
Developing a skills acquisition, development and retention strategy for the Mine Health and Safety Inspectorate in the Department of Minerals and Energy;
Assisting Discovery Health to redesign its corporate Institute;
Designing and assisting with the implementation of an Academy for the South African Revenue Services.
